This is how you will be affected if you use electric scooters

Electric scooters will be considered as a vehicle, but if they do not exceed 25 km/h (which affects most electric scooters, the most popular ones) they will not be considered as a motor vehicle, and will not require registration, circulation license, or insurance. The use of electric scooters on the sidewalk will be prohibited and you may be sanctioned for using a scooter under the influence of alcohol and other drugs, or manipulating a cell phone.

The generic maximum speed allowed for electric scooters will be 25 km/h. Traffic also wants to establish a generic maximum speed in the city of 30 km/h, in most streets, which will make it easier for these to be used by personal mobility vehicles such as scooters. However, the maximum speed will be limited to 25 km/h which, theoretically, should also be the maximum speed reached by the scooter in the factory. The DGT rules out that electric scooters will require registration.

Pending further details, we are facing another of the rules that the DGT intends to introduce, that of having a certificate of circulation issued by the manufacturer of the electric scooter, which, we imagine, should reflect its technical characteristics. Without being mandatory, the DGT will recommend the use of a reflective vest, as well as having liability insurance, something advisable but, we insist, not mandatory.

Regardless of these regulations pending approval, you should take into account the regional regulations, as is the case in Barcelona and Madrid, where certain rules are already being applied, which we will explain in future publications.
